Yes. Once a visitor to your site is tagged has having visited a Hot Page, the tag will persist regardless of what plan you are currently using with RB2B. Meaning, if the user was tagged while you were trialing the Pro plan but you chose to downgrade to the Free plan after the trial ended, the user's tag will persist.
